I have offered the dual removable  hip belt set up for years. the 2" seatbelt web belt is attached to steel triglides and the padded Alpine belt can be fully removed. and the webbing belt can be stripped off. 

this is my answer to the webbing hip belt with removable pads. a setup that can offer some padding, but no pack support.
